It is now law under, the Building Safety Act (2022), to appoint a Principal Designer (BSA). This places emphasis on the designer to ensure compliance with the Building Regulations and not the Building Control body as previously expected.

Although not a legal requirement, the building control body no longer advises on compliance with the building regulations. a Principal Designer (PD) will oversee and coordinate building design work, for both high-risk buildings (HRB’s), non HRB’s and domestic non HRB’s and assist in providing a regulation 38 package on completion.

No. They are completely different roles and competence will need to be demonstrated if a Principal Designer for the CDM would like to provide services under the BSA. The terms “Principal Designer” and “Principal Contractor” in the BSA, are not the same as under CDM 2015.
